The Resource Operations Call Center (ROCC) is the emergency call center for the BNSF Railway. It acts as the primary urgent and emergency contact for BNSF employees, public emergency agencies, and concerned citizens. The ROCC personnel efficiently organize a response to track obstructions, crimes against the railroad, derailments, grade crossing accidents, hazardous materials incidents and other emergencies. It is staffed by certified police officers and dispatchers who provide unique police and security solutions. The ROCC is similar to that of a Police Dispatch Center, in which calls are answered twenty-four hours a day, seven days a week at 1-800-832-5452. When community law enforcement or a BNSF police officer is needed to respond to a specific location the ROCC will coordinate by making contact to either the BNSF Police or the local law enforcement agency.
Security has become everyone’s business and nothing is ever too small to report. Due to heightened security, Americans are being asked to be the eyes and ears for law enforcement officers. Be alert for any suspicious or out-of-the-ordinary activities or circumstances. What you may believe to be nothing or not big enough to report, could turn out to solve a major crime or incident in the area you live.
Across the BNSF system there are officers who are out patrolling to ensure the safety and security of employees, facilities and infrastructure. So the most effective and easiest method to reach an officer is to call the ROCC at 1-800-832-5452.
When making a report of something suspicious, a trespasser, security concern or other concern BNSF Police request accurate and good descriptions of what is being reported. Just answering the four W’s is helpful when making a report: Who (male or female and how many persons are involved), What (what are they doing, are they committing theft, vandalism or other type of crime, what are they wearing - clothing description), When (time of day or day of week), Where (location of crime or incident being reported, direction of travel).
BNSF and railway employees are part of your community. In the same way that local police officers work with community residents as part of their neighborhood policing programs BNSF police officers also work with local residents and area law enforcement agencies to reduce criminal activity. Interaction with the community provides BNSF police officers with valuable information, while at the same time builds relationships. Working together can make an impact on public safety and reduce crimes on or around railroad property.
The BNSF Railway sponsored program, Citizens for Rail Security, is a community awareness program, similar to that of your neighborhood watch program. It allows concerned citizens to participate in protecting the railroad infrastructure by reporting railroad trespassers, suspicious activities or crimes being committed on railroad property. When a person is committing a crime on rail property it is affects the safety and security of the citizens in your area.
What does it mean to Trespass on Railroad Property? It is unlawful for anyone to enter or remain on railroad property without the consent of the owner. Not only is it dangerous, but walking on any railroad property is also against the law. Any person who crosses the tracks while the gates are down or even walks between the tracks is trespassing. Most trespassing deaths and injuries occur in or near major metropolitan areas or areas where significant railroad activity occurs, such as rail yards. Railroads warn everyone to stay off the tracks and property by placing “No Trespassing” signs along railroad property.
Every person can do their part in the prevention of any terrorist attack. Reporting out of the ordinary events or incidents so that a police can further investigate or look into the matter will determine if an act of terrorism could have been prevented. Being alert as you go about your daily business will help you learn the normal routines of your neighborhood, community and work place. Understanding these routines will help you to spot anything out of place. Be aware and get to know your neighbors. While traveling become vigilant of your surroundings. Be on the lookout for activities such as unusual conduct in your neighborhood or in your workplace. Learn to spot suspicious packages, luggage or mail abandoned in a crowded place like an office building, an airport, a school, a shopping center, railroad station and along railroad tracks. Take what you hear seriously. If you hear or know of someone who has bragged or talked about plans to harm citizens in violent attacks or who claims membership in a terrorist organization, take it seriously and report it to law enforcement immediately.
Everyone on a daily basis is watching to control or prevent crime whether they know it or not. It is instinct to react to something that is not normal or out of place. If you are not watching, someone else is sure watching you. Everyone’s efforts will result in saved lives and property protected along with improved relationships in the communities that surround BNSF.
